You didn’t really phrase your question properly. Do you mean: How to install it? or What functions does it have?
If you mean how to install it, it’s fairly effortless. On your pc, just go to the tab that’s about your ipod/iphone, and click ‘update’. Straightforward.
For a list of functions that it consists of, it’s pretty simple to find by way of Google! http://www.apple.com/iphone/softwareupdate/
As for the folders. To make them on your ipod/iphone – just do the tap-and-hold for the app editing, then just drag 1 app on leading of one more to generate a folder. Add far more as you wish.
To do it on the personal computer, just go to itunes. Go to the tab about your ipod, then click ‘apps’ from the list of tabs at the best, then just do the very same as I mentioned to do on the ipod/iphone.

The instructions for upgrading are very simple:
1) Make sure you are using the latest version of iTunes. Connect your iPod touch to your computer.
2) When iTunes opens, select your iPod touch under Devices in the Source List on the left.
3) In the iPod touch Summary pane, click Check for Update.
4) Click Download and Install. Do not disconnect your iPod touch until the update has finished.
To create folders, tap and hold an app until they start shaking and get the “X” in the upper left corner of the icons. Select an icon you want in a folder, and drop it on top of another icon you want in the same folder. A new folder will be created and given a default name based on the category of the apps (you have the option to change the name if you want). This creates the folder. Any other apps you want in the folder can just be dropped on top of the folder, and it will move them into it.
